The University Grants Commission (UGC) is paving the way for foreign universities ranked among the world’s top 500 to start branch campuses in India. This development comes as part of aligning with the National Education Policy 2020, which envisions a legislative framework for top global universities to operate in India. These regulations were promulgated following a public feedback session on the draft norms announced by UGC.
Key Aspects of New UGC Regulations
Among the main elements of these rules are a collaborative initiative where two or more foreign universities can cooperate to establish campuses in the country. To qualify, each participating university must individually meet the eligibility criteria. The same foreign university has the opportunity to set up multiple campuses in the country.
Faculty Engagement Requirements
International faculty appointed for Indian branches have to commit to stay in the country for at least one semester. This obligation ensures a continued and meaningful academic contribution.
Modifications in the Application Process
The standing committee’s time limit to process applications has now been extended from 45 to 60 days. The committee’s recommendations need to be submitted before the UGC within this revised 60-day period.
Autonomy for Foreign Universities
Foreign universities are granted autonomy to decide on their admission process, fee structure, and fund repatriation to parent campuses.
Restrictions Imposed on Operations
These institutions are not allowed to open learning centers, study centers, or franchises that act as representative offices sans prior commission approval. Before initiating any new program on Indian campuses, approval is obligatory.
Online Learning Constraints
Programs cannot be offered online or via Open and Distance Learning modes under these regulations. Online lectures are permitted but should not exceed 10% of the program requirements.
Financial Implications
Foreign universities do not have to pay annual fees to UGC, save for a one-time application fee. The establishment of campuses should be financed using the foreign universities’ own infrastructure, land, and resources.
Scholarships and Fee Concessions
These institutions are urged to provide full or partial scholarships and fee concessions based on merit and need to Indian students.
