UGC Guidelines for Institutional Development Plan (IDP) for Higher Education Institutions (HEIs)

Recently, the University Grants Commission (UGC) took a significant step towards the advancement of Higher Education Institutions (HEIs) by approving the Guidelines for Institutional Development Plan (IDP). These guidelines are designed to support HEIs in achieving academic and research excellence while enhancing the quality of teaching and learning. Moreover, the IDP aims to empower institutions with academic, administrative, financial, and business autonomy while maintaining accountability.

NEP 2020: A Vision for Quality Higher Education

The NEP 2020 envisions the development of well-rounded, creative individuals equipped with 21st-century skills, ethical values, and character. Specialization is encouraged, but character development remains a priority. The UGC, in response, has developed guidelines to align HEIs with the objectives of NEP 2020 through the IDP.

The IDP should align with the vision, mission, and character of each institution. It must consider the institution’s location, context, life cycle stage, and aspirations. The guidelines emphasize improving both physical and digital infrastructure to cater to the diverse needs of students and faculty.

Aesthetics, environmental stewardship, and energy efficiency should be considered in the development of infrastructure. The NEP 2020 emphasizes investing in open, interoperable, and evolvable digital infrastructure to cater to diverse needs.
