VINBAX 2024 – Strengthening India-Vietnam Relations

The ongoing VINBAX 2024 exercise marks an important development in military cooperation between India and Vietnam. Scheduled from November 4 to 23, this bilateral army exercise is a continuation of previous collaborations, notably the exercise conducted in Vietnam in 2023. This year’s event, taking place in Ambala and Chandimandir, aims to boost mutual confidence, interoperability, and the sharing of best practices between the Indian Army and the Vietnam People’s Army.

Historical Context of India-Vietnam Military Relations

India and Vietnam have shared a long-standing relationship rooted in mutual respect and strategic interests. The military ties have evolved since the Cold War, with India supporting Vietnam during its struggle against colonial rule. Notably, India’s commitment to Vietnam’s sovereignty is reflected in various defence agreements and joint exercises, which have increased in frequency and scope over the years.

Objectives of VINBAX 2024

VINBAX 2024 aims to enhance the joint military capabilities of both nations, particularly in the context of United Nations peacekeeping operations. The exercise will focus on the deployment of engineer companies and medical teams, preparing them for humanitarian assistance and disaster relief scenarios. This is particularly relevant as both countries face natural disasters and humanitarian crises, necessitating effective military preparedness.

Structure and Participation

This edition of VINBAX is notable for its bi-service level participation, involving both army and air force personnel from India and Vietnam. The Indian contingent, comprising 47 personnel from the Corps of Engineers, will work alongside a similarly sized Vietnamese team. This collaboration will not only enhance military skills but also encourage camaraderie and understanding between the two forces.

Humanitarian Assistance and Disaster Relief Focus

A key component of VINBAX 2024 is a 48-hour validation exercise that includes a demonstration of humanitarian assistance and disaster relief capabilities. This exercise will assess the effectiveness of both contingents in executing technical military operations under simulated UN mission scenarios. Such training is crucial, as it prepares armed forces for real-world challenges they may face in international peacekeeping contexts.

Cultural Exchange and Knowledge Sharing

Beyond military training, VINBAX 2024 also emphasises cultural exchange. Troops from both nations will have the opportunity to learn about each other’s social and cultural heritages, encouraging deeper ties and understanding. This aspect of the exercise is vital, as it helps build trust and rapport, which are essential for effective collaboration in future operations.
