Kerala Adopts First Comprehensive Urban Policy

Kerala has become the first State in India to approve a comprehensive urban policy aimed at guiding development for the next 25 years. The draft policy, prepared by the Local Self-Government Department, was approved by the State Cabinet. It is intended to support scientific urban growth, climate resilience and balanced development across the State.

Policy Background

The urban policy was announced in the State Budget for 2023-24. In December 2023, the government set up the Kerala Urban Policy Commission with national and international experts. The commission submitted its Urban Policy Report to the Chief Minister in March 2025. A global conference in Kochi later examined the report in detail, with participation from Ministers, Mayors, public representatives and experts.

Key Urbanisation Trends

  • The commission has projected that 80% of Kerala will be urbanised by 2050.
  • Decentralised urban growth is expanding in densely populated areas between the hills and the coast.
  • The policy treats climate change and environmental sensitivity as central concerns in urban planning.
  • It aims to use urbanisation as a driver of economic growth.

Policy Vision for 2050

The policy envisions a continuous network of climate-smart cities and towns by 2050. It stresses scientific planning, good governance and Kerala’s traditional model of decentralised and participatory governance. It also seeks to reduce social and spatial inequalities, strengthen social support systems and improve urban amenities.

Implementation Framework

The commission report is built around 10 policy pillars that address Kerala’s urban challenges. These pillars focus on people-centred development, resilience and collective local governance. The report also recommends a public-private-people partnership model for future urban development in the State.
