PFMS DBT System Upgraded

Public Financial Management System (PFMS) has been strengthened as the government’s single platform for payment, accounting, reconciliation and Direct Benefit Transfer (DBT) for public schemes. The system is used to route funds to implementing agencies and beneficiaries through a web-based transaction framework. Recent changes focus on faster fund release, better tracking and improved grievance handling.

PFMS as a Single Payment Platform

PFMS integrates several earlier standalone systems into one digital architecture. It supports fund management and e-payment across schemes. It is also used for accounting and reconciliation of government transactions. This has improved visibility over fund flow and reduced manual delays.

Cash Management Modules on PFMS

Several modules have been introduced to improve fund control and release. These include:

  • Single Nodal Agency (SNA)
  • Treasury Single Account (TSA)
  • Central Nodal Agency (CNA)
  • SNA Samyochit Pranali Ekikrit Shighra Hastantaran (SNA SPARSH)

The SNA SPARSH and SPARSH-DBT systems for Centrally Sponsored Schemes support just-in-time release of funds. Payments are credited directly to beneficiaries’ bank accounts through the Reserve Bank of India framework, which reduces delay and improves transparency.

DBT Process and System Improvements

PFMS has updated its DBT module to streamline operations. One major change is the shift from bulk rejection to partial acceptance of claim files. Another improvement is the advance sharing of de-seeded and seeded Aadhaar data with external systems. These changes are intended to reduce errors, improve processing speed and support smoother benefit delivery.

Grievance Redressal and User Support

PFMS has also introduced a Customer Relationship Management (CRM) system for grievance redressal. Its key features include automatic ticket generation, instant acknowledgement with ticket number, grievance status tracking and FAQs on the helpdesk portal. Open House sessions are held every Monday and Wednesday, while DBT Open House sessions are conducted on working days through video conference for users and citizens.
