Assam Distributes Land Pattas Under Mission Basundhara

Assam has launched a major land settlement drive under Mission Basundhara 3.0, distributing digital land pattas and allotment letters to more than one lakh indigenous landless families and public institutions. The initiative also covered forest land rights and settlement in unsurveyed villages, marking another step in the state’s long-running effort to resolve land-related grievances through a structured system.

State-Level Distribution Drive

The central programme was launched at Deuri Beel in Dhemaji district. Digital land pattas and allotment letters were handed over to beneficiaries. A total of 1,06,905 beneficiaries across Assam received pattas on the day. Dhemaji alone accounted for 44,700 beneficiaries, reflecting the district’s large number of landless families.

Land Rights and Survey Progress

The programme also included land settlement in previously unsurveyed villages under the SVAMITVA scheme. Surveys have been completed in 769 of Assam’s 903 unsurveyed villages. More than 30,000 families have already received pattas through this process. In addition, forest land rights were granted to 538 residents of the Subansiri and Jiadhal Reserved Forests under the Forest Rights Act, 2006.

Mission Basundhara and Land Reforms

Mission Basundhara was launched to address Assam’s long-standing land record problems. The state government says nearly 10 lakh families have benefited since its launch. Under Mission Basundhara 1.0, issues such as conversion of annual pattas to periodic pattas and correction of land records were addressed. Mission Basundhara 2.0 focused on indigenous families living on government land for generations. The government says land pattas have also been issued to religious, educational and cultural institutions.

Future Phases and Administrative Push

The government has said remaining land issues will be taken up under Mission Basundhara 4.0 and 5.0, including land reclassification and settlement of eligible non-tribal residents of forest villages. The Chief Minister also inaugurated the Integrated District Commissioner’s Office Complex in Dhemaji, built at a cost of Rs 49 crore, to improve administrative efficiency and citizen-centric governance.
