Digital Life Certificate Campaign 4.0

The Department of Pension and Pensioners’ Welfare concluded Digital Life Certificate Campaign 4.0 in November 2025, marking a major step in India’s pension digitalisation drive. The campaign was designed to make life certificate submission easier for pensioners, especially super senior, sick and differently abled pensioners. It used a saturation approach to reach pensioners across cities, districts and remote areas.

Campaign Overview

The campaign ran from 1 to 30 November 2025 across 2,000 cities and districts. Around 75,000 camps were organised nationwide. More than 1,400 nodal officers supported operations and technical troubleshooting. About 1.8 lakh postmen and Dak Sevaks were deployed for doorstep assistance. The initiative was launched with participation from banks, India Post Payments Bank, UIDAI, MeitY, EPFO, Railways, Defence Accounts, DoT and pensioners’ welfare associations.

Key Achievements

  • Over 1.91 crore Digital Life Certificates were generated during the 2025-26 period.
  • More than 1.16 crore certificates, or about 60%, were generated through face authentication.
  • Over 14 lakh DLCs were submitted by pensioners aged 80 years and above.
  • The campaign was the largest ever in terms of outreach and coverage for pensioner welfare.

Technology and Accessibility

Face authentication emerged as a major feature of the campaign. It helped pensioners with faded fingerprints, mobility issues and limited access to digital devices. Doorstep services enabled home-based DLC generation for elderly and bedridden pensioners. Camps also provided Aadhaar updates, health check-ups, grievance redressal and guidance on digital tools. A national DLC portal enabled daily monitoring and targeted outreach.

Institutional Support and Outreach

Banks such as SBI, PNB and IPPB played a key role in generating certificates and organising camps. Maharashtra, Uttar Pradesh, Tamil Nadu and Karnataka recorded high DLC submissions. Defence, Central Civil, Railways, Posts and Telecom departments also contributed . Publicity through television, radio, newspapers and social media helped reach over 20 crore people, strengthening awareness of digital pension services.
