The Ministry of Labour and Employment has expanded the e-Shram ecosystem to improve registration and social security coverage for gig and platform workers. The portal, launched in August 2021, was created to build a national database of unorganised workers and provide each registered worker a Universal Account Number on a self-declaration basis. A dedicated aggregator module was added in December 2024 to simplify onboarding of platform companies and their workers.
e-Shram and Aggregator Module
The e-Shram portal now covers unorganised workers, including migrant workers, gig workers and platform workers. The aggregator module enables registration of platform aggregators and workers engaged by them. It is designed to streamline data collection and improve access to welfare measures.

Legal and Welfare Framework
The Code on Social Security, 2020, which came into force on 21 November 2025, formally defines gig workers and platform workers. It provides for social security measures covering life and disability insurance, accident insurance, health and maternity benefits, and old age protection. The Code also provides for a Social Security Fund to finance such schemes.
Policy Push and Registration Drives
The Government has announced measures in the Union Budget 2025-26 for gig workers, including e-Shram registration, identity cards and health care benefits under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana. Interoperability between e-Shram and PMJAY has been supported through data mapping, verification systems and information exchange. To increase registration, nationwide special drives were held in April, May and August-September 2025 in coordination with States and Union Territories.
