The Union Budget 2026-27 has introduced targeted measures for divyangjan, with a focus on skill development, assistive technology, and dignified livelihood opportunities. The proposals aim to improve access to training, devices, and support systems so that persons with disabilities can participate more fully in economic and social life.
Divyangjan Kaushal Yojana
The new Divyangjan Kaushal Yojana is designed to provide industry-relevant and customised training for different categories of divyangjan. The scheme focuses on sectors such as information technology, AVGC, hospitality, and food and beverages. These sectors are considered suitable because they offer task-oriented and process-driven roles. The objective is to create employment pathways that match individual abilities and support dignified livelihoods.
Assistive Device Access
The Budget also proposes Divyang Sahara Yojana to improve timely access to high-quality assistive devices. This is seen as a basic requirement for independent living and better mobility. The plan includes support for the Artificial Limbs Manufacturing Corporation of India, or ALIMCO, to expand production capacity. It will also invest in research and development and integrate artificial intelligence into assistive solutions.
Strengthening Support Infrastructure
The proposals aim to strengthen PM Divyasha Kendras, which provide support services for persons with disabilities. These centres are expected to play a larger role in assessment, guidance, and access to assistive products. The Budget also supports the creation of Assistive Technology Marts. These will function as modern retail-style centres where divyangjan and senior citizens can see, try, and purchase assistive products.
Policy Significance
The measures reflect a broader push towards inclusive development under the principle of Sabka Sath, Sabka Vikas. They combine skill building, product access, and institutional support to improve participation of divyangjan in the workforce and daily life.
