GlobE Network Meeting on Anti-Corruption Cooperation

India hosted the 12th Steering Committee Meeting of the Global Operational Network of Anti-Corruption Law Enforcement Authorities, or GlobE Network, in New Delhi. The meeting focused on international cooperation against corruption, cross-border asset recovery, and the role of specialised agencies in tracing and confiscating proceeds of crime. Senior officials underlined that modern corruption is transnational, technology-enabled, and requires stronger coordination among law enforcement bodies.

Asset Recovery as Enforcement Outcome

The Director of the Enforcement Directorate stated that asset recovery is a key measure of enforcement success under the United Nations Convention against Corruption. The agency’s mandate includes tracing, restraining, confiscating, and restituting proceeds of crime under the Prevention of Money Laundering Act. It was noted that the ED has restituted assets worth about 5.6 billion US dollars, including in corruption-related cases, with a large share achieved in recent years.

CBI and International Cooperation

The Director of the Central Bureau of Investigation described the CBI as India’s primary agency for anti-corruption investigation and prosecution. He brought into light that corruption now operates across borders and often uses advanced technology. He stressed that international cooperation is essential for effective enforcement. The CBI’s role as the National Central Bureau of INTERPOL was also emphasised, as it supports global coordination and information sharing.

GlobE Network and Operational Framework

The GlobE Network is a global platform of specialised anti-corruption law enforcement authorities. It was established under the Riyadh Initiative during Saudi Arabia’s G20 Presidency and functions within the framework of UNCAC. The Network enables direct, practitioner-level cooperation among member agencies for investigation, prosecution, and recovery of corruption proceeds. Its Secure Communication Platform supports encrypted real-time exchange of actionable intelligence.

Steering Committee Deliberations

The three-day meeting brought together the fifteen member nations of the Steering Committee. Discussions covered the Network’s strategic direction, operational priorities, and evolving mechanisms for international cooperation. India reaffirmed its commitment to strengthening the GlobE Network as a practical platform for global anti-corruption enforcement.
