Biofortification and One Health Initiative

Biofortification and One Health Initiative

The Indian Council of Medical Research and the Indian Council of Agricultural Research launched the SEHAT initiative on 11 May 2026 in New Delhi. SEHAT, standing for Science Excellence for Health through Agricultural Transformation, functions as a national mission-mode programme designed to connect agricultural research directly with public health outcomes. This joint initiative targets India’s dual challenges of persistent malnutrition and rising non-communicable diseases. By establishing a formal scientific convergence between food production and medical validation, the mission aims to transform the domestic food system to ensure preventive healthcare across the country.

Architectural Pillars of the SEHAT Mission

The initiative operates on a structured framework divided into five core priority areas of national importance.

Biofortified and Nutrient-Dense Crops

The mission prioritises the development, distribution, and evaluation of biofortified crop varieties. These crops are naturally enriched with critical micronutrients during the breeding stage to fight widespread deficiencies.

Integrated Farming Systems

This pillar focuses on expanding agricultural models that combine traditional crop cultivation with horticulture, animal husbandry, fisheries, and beekeeping. The diversification aims to improve rural family nutrition, raise farm incomes, and build ecological resilience.

Occupational Health of Agricultural Workers

The programme implements evidence-based interventions to minimize health risks faced by farmers and labourers. Primary targets include reducing exposure to chemical pesticides, improper fertiliser handling, and heavy physical strain.

Prevention of Non-Communicable Diseases

This area advances agriculture-enabled strategies to counter lifestyle disorders such as diabetes, hypertension, and cancer. It promotes the consumption of functional foods, traditional millets, and nutritionally superior crop variants as dietary interventions.

One Health Preparedness

The mission incorporates an integrated approach linking human, animal, and environmental health. This structural linkage focuses on establishing joint surveillance, diagnostics, and scientific research to counter zoonotic diseases and antimicrobial resistance at the human-animal interface.

Institutional Convergence and Roles

The SEHAT mission bridges two distinct federal research ecosystems to execute a whole-of-government approach.

Indian Council of Agricultural Research (ICAR)
  • Administrative Control: Functions under the Department of Agricultural Research and Education, Ministry of Agriculture and Farmers Welfare.
  • Primary Responsibility: Focuses on genetic enrichment, agronomic research, and field-level scaling of climate-resilient, nutrient-rich crops.
  • Current Progress: ICAR has developed 203 biofortified crop varieties across staples, pulses, and oilseeds, focusing on higher iron, zinc, and vitamin A content.
Indian Council of Medical Research (ICMR)
  • Administrative Control: Functions under the Department of Health Research, Ministry of Health and Family Welfare.
  • Primary Responsibility: Oversees medical validation, evaluates biological availability of nutrients, and formulates dietary guidelines.
  • Current Progress: ICMR conducts clinical validation trials on ICAR-developed biofortified crop varieties to scientifically establish their effectiveness in reducing human nutritional deficiencies.

Biofortification Landscape and Target Micronutrients

Biofortification differs from post-harvest fortification by naturally embedding nutrients into plants via conventional breeding or biotechnology.

Target NutrientPrimary Biofortified Crop ExamplesTargeted Public Health Issue
Iron (Fe)Pearl Millet (Bajra), Lentils, RiceIron deficiency anaemia, cognitive development issues
Zinc (Zn)Wheat, Rice, MaizeStunting, weak immunity, impaired growth in children
Vitamin A (Beta-carotene)Sweet Potato, Maize, CassavaNight blindness, high child mortality risk
Protein & Amino AcidsQuality Protein Maize (QPM), WheatProtein-energy malnutrition, wasting

IASPOINT Booster Facts for UPSC

  • SEHAT Core Vision Statement: The official tagline of the mission is “Healthy Food, Healthy Farms, and a Healthy India,” marking a shift from food security to nutrition security.
  • The Quadripartite Alliance for One Health: The One Health approach integrated into SEHAT aligns with the global framework maintained by four international bodies: the World Health Organization (WHO), Food and Agriculture Organization (FAO), World Organisation for Animal Health (WOAH), and United Nations Environment Programme (UNEP).
  • Hidden Hunger: A form of undernutrition where individuals consume adequate calories but lack essential vitamins and minerals, a key target area for the SEHAT initiative.
  • First National Convergence: SEHAT represents the first formal, institutionalized collaboration between the apex medical research body (ICMR) and the apex agricultural research body (ICAR) at a national mission scale since independence.
  • Traditional Nutri-Cereals: The mission integrates India’s traditional millets—including Ragi, Jowar, Bajra, Kodo, and Kutki—into mainstream preventive healthcare models due to their natural high mineral and dietary fibre profiles.
