NITI Aayog has launched Sampoornata Abhiyan 2.0, a three-month campaign from 28 January to 14 April 2026, to achieve saturation of key performance indicators in Aspirational Districts and Aspirational Blocks. The initiative seeks to build on the earlier Sampoornata Abhiyan and strengthen delivery of essential services in some of the country’s most underserved regions.
Campaign Objective
The campaign aims to improve outcomes in 112 Aspirational Districts and 513 Aspirational Blocks. It focuses on measurable indicators linked to health, nutrition, education, sanitation and animal health. The approach is based on saturation, meaning full coverage of selected services rather than partial progress.
Key Indicators for Aspirational Blocks
The six KPIs identified for Aspirational Blocks are:
- Regular supplementary nutrition for children aged 6 months to 6 years under ICDS.
- Measurement efficiency of children enrolled at Anganwadi Centres during the reporting month.
- Operational Anganwadi Centres with functional toilets.
- Operational Anganwadi Centres with drinking water facilities.
- Schools with adequate girls’ toilet facilities.
- Bovine animals vaccinated against foot-and-mouth disease.
Key Indicators for Aspirational Districts
The five KPIs identified for Aspirational Districts are:
- Proportion of live babies weighed at birth.
- Tuberculosis case notification rate from public and private institutions.
- Anganwadi Centres or Urban PHCs conducting at least one VHSND or UHSND in the last month.
- Schools with functional girls’ toilets.
- Animals vaccinated.
Implementation and Programme Background
Districts and Blocks will prepare a three-month action plan, track monthly progress, and conduct awareness and behaviour change campaigns. District-level officers will carry out field monitoring visits. NITI Aayog will coordinate with Central Ministries, State Governments and Union Territories to improve planning, implementation and capacity building. The Aspirational Districts Programme was launched in 2018 to accelerate development in 112 backward districts. The Aspirational Blocks Programme was launched in 2023 and later expanded to 513 blocks. It covers sectors such as health and nutrition, education, agriculture and water resources, financial inclusion and social development.
