SLMS Portal for Subordinate Legislation Monitoring

The Subordinate Legislation Management System (SLMS) Portal is now operational to track the key stages of subordinate legislation in India. It has been developed to help stakeholders monitor drafting, laying, vetting and notification of rules and regulations in a time-bound manner. The initiative follows the recommendation of the Committee on Subordinate Legislation in the Lok Sabha.

Purpose of the Portal

The SLMS Portal provides a centralised platform for monitoring subordinate legislation. It is meant to improve coordination among ministries and parliamentary offices. The system supports timely compliance with procedural requirements. It also helps reduce delays in the rule-making process.

Stakeholders Covered

Credentials for the portal have been shared with all major stakeholders. These include:

  • Rajya Sabha Secretariat
  • Lok Sabha Secretariat
  • Cabinet Secretariat
  • Legislative Department
  • All Ministries and Departments under the Government of India

This wide access is intended to ensure that each stage of subordinate legislation can be tracked by the concerned authority.

Training and Implementation

The Ministry of Parliamentary Affairs has organised a training-cum-workshop for stakeholders. The exercise was designed to familiarise users with the portal and its functions. Such capacity-building measures are important for effective use of digital governance tools. They also help improve inter-departmental coordination.

Current Status and Significance

As of now, progress on 86 subordinate legislations is available on the portal. The system is because subordinate legislation forms a major part of the legal framework under parent Acts. Proper monitoring strengthens legislative oversight and administrative accountability. It also supports transparency in the rule-making process.
