The Ministry of Social Justice and Empowerment will hold a three-day Chintan Shivir with States and Union Territories in Chandigarh from 24 to 26 April 2026. The event is themed Antyodaya ka Sankalp, Amrit Kaal ka Pratibimb – Viksit Bharat @2047 and is designed to strengthen inclusive empowerment, improve delivery of welfare schemes, and build an actionable roadmap for marginalised communities.
Purpose of the Shivir
The Shivir will focus on last-mile implementation of social justice initiatives. It aims to identify gaps in delivery, improve coordination with States and UTs, and promote convergence across schemes. The broader objective is to support inclusive and sustainable empowerment in line with the vision of Viksit Bharat @2047.
Inauguration and Participation
The inaugural session will be presided over by the Union Minister for Social Justice and Empowerment, with the Ministers of State also present. Ministers and senior officials from States and UTs will participate, along with top officers from the Department of Social Justice and Empowerment and the Department of Empowerment of Persons with Disabilities. The programme will begin with an exhibition of flagship schemes of the Ministry.
Key Launches and Releases
Several digital and policy initiatives will be launched during the event. These include:
- SAMAVESH portal
- NMBA 2.0 App
- SETU App
- SMILE App
A book on Minimum Standards for Dementia Care Homes and Model Guidelines for Beggar Homes will also be released. In addition, MoUs will be signed between the National Institute of Social Defence and selected universities and institutions.
Thematic Discussions and Outcomes
The Shivir will include structured breakout sessions on 25 and 26 April. Topics will cover scholarship delivery, the Nasha Mukt Bharat ecosystem, dignity in sanitation work, senior citizen care, early intervention for children with disabilities, socio-economic development of marginalised groups, access to credit, accessibility, and certification for persons with disabilities. Each group will assess implementation status, share best practices, and propose short-, medium-, and long-term recommendations. The event will conclude with a press briefing and a roadmap for stronger governance, digital innovation, and community participation in social justice programmes.
