UAE Plans 50% AI Governance Shift

The United Arab Emirates announced a government framework on 23 April 2026 to deploy Agentic AI across 50% of its government sectors, services and operations within two years. The initiative was unveiled during a UAE Cabinet meeting chaired by Sheikh Mohammed bin Rashid Al Maktoum, Vice President, Prime Minister and Ruler of Dubai, under the directives of President Sheikh Mohamed bin Zayed Al Nahyan.

Agentic AI

Agentic AI refers to artificial intelligence systems that can monitor changes, analyse data, provide recommendations, manage operations and execute actions with limited or no human intervention. In governance, such systems are designed to function as an executive partner for administrative and operational tasks.

Governance Framework

The implementation will be overseen by Sheikh Mansour bin Zayed Al Nahyan, Vice President, Deputy Prime Minister and Chairman of the Presidential Court. A dedicated task force chaired by Mohammad Al Gergawi, Minister of Cabinet Affairs, will manage execution across federal entities.

Administrative Coverage

  • The framework covers 50% of government sectors, services and operations in the UAE.
  • The target period for implementation is two years from the announcement date.
  • Performance of ministers, directors-general and federal entities will be assessed on AI adoption and implementation.
  • All federal government employees will receive continuous specialised AI training.

AI in Public Administration

Artificial intelligence in public administration is used for data processing, workflow automation, decision support and service delivery. Agentic AI is a newer category of AI systems that can perform multi-step tasks and act on operational inputs.
