FASTag / National Electronic Toll Collection Project

The National Electronic Toll Collection (NETC) programme is an initiative of the Ministry of Road Transport and Highways (MoRTH) to provide an interoperable nationwide toll payment solution. FASTag, the implementation tool of the NETC, uses Radio Frequency Identification (RFID) technology to enable automatic toll deduction from a linked bank account or prepaid wallet, eliminating the need for vehicles to stop at toll plazas.

Technological Framework and Operational Mechanism

The system relies on RFID tags affixed to the vehicle’s windscreen, which communicate with readers installed at toll lanes.

  • RFID Technology: Passive RFID tags (ISO 18000-6C standard) operate in the UHF band (860–960 MHz).
  • Interoperability: The programme is designed as a single, interoperable ecosystem where a single tag works across all national, state, and municipal toll plazas integrated with the NETC system.
  • Clearing House: The National Payments Corporation of India (NPCI) acts as the central clearing house for all transactions, facilitating seamless settlement between toll operators and issuing banks.
  • Data Management: The system integrates with the VAHAN database to verify vehicle registration and ownership details in real-time.

  • National Highways Authority of India (NHAI): Acts as the primary owner and regulator of the toll infrastructure.
  • National Payments Corporation of India (NPCI): Develops and maintains the NETC platform, ensuring the stability and security of payment processing.
  • Indian Highways Management Company Limited (IHMCL): A company incorporated by NHAI to implement the electronic toll collection system and manage the tag-issuing infrastructure.
  • Member Banks: A network of public and private sector banks acts as issuers, responsible for KYC verification and wallet/account maintenance.

Strategic Objectives of NETC

  • Traffic Congestion Reduction: Enables non-stop movement of vehicles, significantly reducing idling time and queue lengths at plazas.
  • Fuel Conservation: Reduces fuel wastage caused by frequent stopping and accelerating at toll booths, leading to a decrease in carbon emissions.
  • Revenue Leakage Prevention: Eliminates cash handling, thereby reducing the scope for pilferage and ensuring accurate revenue collection.
  • Digitization of Economy: Promotes a cashless economy by moving away from cash-based toll payments to electronic bank-linked transactions.
  • Real-time Monitoring: Provides the government with accurate, real-time data on traffic flow and highway usage patterns.

Operational Rules and Compliance

  • Mandatory Status: FASTag is mandatory for all vehicles (M and N categories) plying on National Highways.
  • Penalty Structure: Vehicles entering dedicated FASTag lanes without a valid or functional tag are charged double the applicable toll fee.
  • Tag KYC: Periodic Know Your Customer (KYC) compliance is mandatory for FASTag accounts as per Reserve Bank of India (RBI) guidelines to ensure security and prevent fraudulent usage.
  • One Vehicle, One FASTag: To prevent misuse, the “One Vehicle, One FASTag” policy restricts users from linking multiple tags to a single vehicle or using one tag for multiple vehicles.

  • Integration with Insurance: Future iterations aim to integrate FASTag with third-party vehicle insurance databases for automated compliance verification.
