The Pradhan Mantri Samajik Utthan and Rozgar Adharit Jankalyan (PM-SURAJ) national portal is a transformative digital initiative launched by the Ministry of Social Justice and Empowerment (MoSJE) on March 13, 2024. The portal serves as a centralized, single-window digital platform designed to provide credit support and entrepreneurial opportunities to the most marginalized and disadvantaged segments of society. It embodies the government’s commitment to “Vanchiton Ko Variyata” (prioritizing the underprivileged), aiming to integrate historically underserved communities into the mainstream economy through technology-driven financial inclusion.

The portal is designed to bridge the gap between financial resources and potential entrepreneurs from vulnerable groups. Its primary goals include:

  • Financial Inclusion: Facilitating direct credit assistance to beneficiaries, bypassing middlemen, procedural bottlenecks, and commissions.
  • Entrepreneurial Empowerment: Encouraging self-employment by providing business loans to individuals from disadvantaged backgrounds.
  • Transparency and Efficiency: Utilizing a technology-driven system to track loan applications in real-time and ensure the direct transfer of funds into the beneficiaries’ bank accounts.
  • Unified Access: Providing a one-stop digital interface where citizens can apply for and monitor the progress of various existing loan and credit schemes.

Eligibility and Financial Assistance

The platform is specifically tailored for individuals from economically and socially disadvantaged sections, including:

  • Targeted Groups: Scheduled Castes (SCs), Scheduled Tribes (STs), Other Backward Classes (OBCs), Safai Karamcharis (sanitation workers), and other disadvantaged/vulnerable groups, including nomadic, semi-nomadic, and de-notified tribes.
  • Loan Quantum: The portal facilitates business loans for new startups, with financial assistance available up to ₹15 lakh.
  • Concessional Rates: Loans are provided through banks, Non-Banking Financial Companies-Microfinance Institutions (NBFC-MFIs), and other financial organizations at concessional interest rates.

Key Implementation Agencies

The Ministry of Social Justice and Empowerment operates the portal through its specialized corporations, ensuring that credit reaches those who often lack traditional collateral or credit history:

  • National Scheduled Castes Finance and Development Corporation (NSFDC)
  • National Scheduled Tribes Finance and Development Corporation (NSTFDC)
  • National Backward Classes Finance and Development Corporation (NBCFDC)
  • National Safai Karamcharis Finance and Development Corporation (NSKFDC)

Convergence with Other Welfare Schemes

The PM-SURAJ portal functions in tandem with existing welfare frameworks to provide a holistic support ecosystem:

  • NAMASTE Scheme: Under the National Action for Mechanized Sanitation Ecosystem (NAMASTE), the government provides Ayushman Health Cards and Personal Protective Equipment (PPE) kits to Safai Mitras. This ensures health security for those working in hazardous environments.
  • Venture Capital Funds: The portal supports access to Venture Capital Funds for Scheduled Castes (VCF-SC) and Backward Classes (VCF-BC) to encourage high-level entrepreneurship.
  • Ambedkar Social Innovation and Incubation Mission (ASIIM): Supports innovative startup ideas among SC entrepreneurs.
