Pradhan Mantri Awas Yojana – Urban (PMAY-U)

Pradhan Mantri Awas Yojana-Urban (PMAY-U) is a flagship mission of the Government of India, implemented by the Ministry of Housing and Urban Affairs (MoHUA), aimed at providing “Housing for All” in urban areas. Following the successful foundation laid by the original PMAY-U launched in 2015, the government introduced PMAY-U 2.0 in 2024 to address the housing requirements of one crore urban poor and middle-class families over a five-year period.

Core Objectives and Vision

  • Affordable Housing: To provide all-weather pucca houses with basic amenities (toilet, water, electricity, kitchen) to eligible urban households.
  • Inclusive Development: Ensuring dignity, safety, and pride of ownership, particularly for vulnerable sections, including the Economically Weaker Section (EWS), Low Income Group (LIG), and Middle Income Group (MIG).
  • Women Empowerment: Mandatory ownership or co-ownership of the house by at least one female member of the family.
  • Technological Advancement: Promoting sustainable, disaster-resilient, and eco-friendly construction technologies through initiatives like the Global Housing Technology Challenge (GHTC-India).

Key Income Criteria

The scheme classifies beneficiaries based on their annual household income:

Four Verticals of Implementation

The mission operates through four primary verticals to cater to different needs:

  • In-situ Slum Redevelopment (ISSR): Utilizes land as a resource to provide pucca houses to slum dwellers, often in partnership with private developers.
  • Affordable Housing in Partnership (AHP): Provides Central Assistance for affordable housing projects where at least 35% of the houses are reserved for the EWS category.
  • Beneficiary-Led Construction/Enhancement (BLC-N/BLC-E): Offers financial assistance to eligible families to construct a new house or enhance an existing one on their own land.
  • Interest Subsidy Scheme (ISS): Provides interest subsidies on home loans for EWS, LIG, and MIG categories to facilitate the purchase or construction of houses.

PMAY-U 2.0: Key Highlights

  • Duration: Implemented for five years, starting from September 1, 2024.
  • Outlay: A total investment of approximately ₹10 lakh crore, with a Central Assistance component of ₹2.30 lakh crore.
  • Eligibility Refinement: Families must not own a pucca house anywhere in India. The scheme covers statutory towns (as per Census 2011) and subsequent notifications by State Governments.
  • Specific Focus: Targeted assistance for individuals like Safai Karmis, street vendors (identified under PM-SVANidhi), artisans (under PM-Vishwakarma), and Anganwadi workers.

Supporting Infrastructure and Technology

  • Affordable Rental Housing Complexes (ARHCs): A sub-scheme designed for urban migrants and the poor, ensuring access to dignified rental housing near workplaces.
  • CLSS Awas Portal (CLAP): A transparent, web-based monitoring system for real-time tracking of applications and subsidy status.
  • Light House Projects (LHPs): Demonstrative projects using modern, sustainable construction technologies to serve as a blueprint for future urban housing.
  • Technology Innovation Grant (TIG): Financial support for projects adopting innovative, disaster-resilient, and eco-friendly building techniques.

Salient Features and Trivia

  • Mandatory Aadhaar: Aadhaar is compulsory for all beneficiaries to ensure transparency through Direct Benefit Transfer (DBT).
  • Targeting: Preference is given to widows, single women, persons with disabilities, senior citizens, transgenders, and SC/ST/OBC communities.
  • Urban Coverage: The scheme covers all Statutory Towns, Notified Planning Areas, and Development Authorities.
  • Sustainability: PMAY-U 2.0 promotes features like rainwater harvesting, solar energy for common facilities, and plantation drives within project sites to foster “Green Housing.”
