The “A Scheme for Promotion of Innovation, Rural Industries and Entrepreneurship” (ASPIRE) is a Central Sector Scheme launched by the Ministry of Micro, Small and Medium Enterprises (MSME) in 2015. It is designed to foster a culture of innovation and entrepreneurship in rural areas by creating an ecosystem that supports the scaling of agro-based and rural enterprises.
Objectives of ASPIRE
The primary focus of the scheme is to bridge the gap between innovation and commercialization in rural India. Its core objectives include:

Operational Framework: The Incubation Ecosystem
ASPIRE operates through two primary incubation models designed to nurture ideas and convert them into scalable micro-enterprises.
Livelihood Business Incubators (LBIs)
LBIs focus on providing hands-on skill development, training, and business support in rural sectors. They act as centers for local capacity building.
- Target Areas: Food processing, handicrafts, tailoring, pottery, electrical repairs, and agriculture tool manufacturing.
- Functions: Providing consulting services for the formalization of informal businesses, conducting workshop-based incubation, and aiding in prototype development.
- Eligibility: Institutes/agencies of the Central or State Government, or private institutions with adequate infrastructure.
Technology Business Incubators (TBIs)
TBIs serve as tools for economic development by promoting technology-based innovations.
- Functions: Supporting the commercialization of technologies developed by research centers or universities, providing business planning, mentoring, and legal/IPR support.
- Focus: Bridging the gap between R&D and commercial application, specifically for agro-based industries.
Financial Assistance and Grant Structure
The scheme provides significant financial support to encourage the establishment of incubation centers and to assist early-stage innovators.

- Capacity Building: Over 1,16,000 beneficiaries have undergone training through the scheme.
- Inclusive Development: Since 2022, the scheme has maintained category-wise and gender-wise data, showing significant participation from women and SC/ST entrepreneurs in rural skill development programs.
