Mission Karmayogi, officially known as the National Programme for Civil Services Capacity Building (NPCSCB), was launched by the Union Cabinet in September 2020. It represents a fundamental shift in civil service training from a rule-based approach to a role-based approach, aiming to create a future-ready civil service. The mission is anchored by the Ministry of Personnel, Public Grievances and Pensions.
Objectives and Vision
The primary vision of the mission is to transform the Indian civil servant into an “evolving, vibrant, and constructive” professional. Its objectives include:
- Transitioning from “Rules to Roles” to improve service delivery outcomes.
- Moving from static, annual performance appraisals to continuous, real-time digital learning.
- Cultivating a “Karmayogi” mindset: a proactive, citizen-centric, and tech-savvy approach.
- Standardizing training across the entire spectrum of government employees, from the grassroots level to senior leadership.
Core Pillars of Mission Karmayogi
The programme is structured around six main pillars that ensure a comprehensive transformation of the human resource management system within the government:
| Pillar | Focus Area |
| Policy Framework | Creation of institutional mechanisms for national-level governance of capacity building. |
| Plan Implementation | Execution of capacity-building plans by ministries, departments, and organizations (MDOs). |
| Content Creation | Development of digital and physical learning materials. |
| Competency Framework | Defining specific behavioral, functional, and domain competencies for every civil service role. |
| Digital Platform | Integrated Government Online Training (iGOT) Karmayogi platform for digital learning. |
| Monitoring and Evaluation | Real-time tracking of training progress and impact assessment. |
Institutional Framework
To ensure effective implementation, the government has established specialized institutional structures:
- Prime Minister’s Public Human Resource (HR) Council: This is the apex body providing strategic direction and approving the capacity-building plans.
- Capacity Building Commission (CBC): An independent body responsible for coordinating with various departments, harmonizing training standards, and supervising the implementation of capacity-building plans.
- Special Purpose Vehicle (SPV): A non-profit company (Karmayogi Bharat) established under Section 8 of the Companies Act, 2013, to own and operate the digital assets, including the iGOT platform.
- Coordination Unit: Facilitates the transition and monitors the progress of MDOs.
The iGOT Karmayogi Platform
The iGOT Karmayogi platform serves as the digital backbone of the mission. It provides:
- Anytime, Anywhere Learning: Accessible to all civil servants regardless of their location.
- Role-Specific Modules: Tailored courses designed for specific job requirements rather than generic training.
- Continuous Learning: Replacing traditional, one-time induction training with lifelong learning opportunities.
- Assessment and Certification: Provides standardized testing to validate competencies gained through the platform.
Key Concepts and Significance
- Role-Based Capacity Building: Focuses on the specific skills, knowledge, and attitudes (SKAs) required for a particular desk or position, rather than general qualifications.
- Citizen-Centricity: The core underlying philosophy is to ensure that civil servants are sensitive to the needs of the common citizen, thereby improving the ease of living and ease of doing business.
- Standardization: It aims to break silos between different civil services (IAS, IPS, IRS, etc.) by providing a unified, shared platform for training.
- Data-Driven Governance: By using the iGOT dashboard, the government can track the skill gaps within its workforce in real-time and deploy resources accordingly.
