Pradhan Mantri Kaushal Vikas Yojana (PMKVY)

Pradhan Mantri Kaushal Vikas Yojana (PMKVY) is the flagship skill development scheme of the Ministry of Skill Development and Entrepreneurship (MSDE), Government of India. Launched in 2015, the scheme aims to mobilize youth to take up industry-relevant skill training to improve their employability and productivity. It is implemented by the National Skill Development Corporation (NSDC).

Core Objectives

  • Employment Generation: Enable Indian youth to undergo industry-relevant skill training for better livelihood opportunities.
  • Industry Alignment: Bridge the gap between the demand and supply of skilled manpower by aligning training with the National Skills Qualification Framework (NSQF).
  • Formalization: Recognize and certify informal skills through Recognition of Prior Learning (RPL).
  • Future-Readiness: Focus on emerging sectors (Industry 4.0) such as AI, robotics, EVs, drones, and green energy.
  • Decentralization: Empower District Skill Committees (DSCs) and State Missions to align training modules with local economic needs.

Key Components

Short-Term Training (STT)

This is for school/college dropouts and the unemployed. It provides training in soft skills, entrepreneurship, financial literacy, and digital literacy. Courses are aligned with the NSQF, and successful candidates receive placement assistance.

Recognition of Prior Learning (RPL)

RPL targets the informal sector workforce. It assesses and certifies individuals who have acquired skills through experience but lack formal certification. This helps in bridging knowledge gaps through “Bridge Courses” and enhances the candidate’s mobility in the formal job market.

Special Projects

These projects facilitate training in niche areas or environments that deviate from standard Short-Term Training guidelines. They are often conducted in collaboration with corporate houses, industry bodies, or government organizations to meet specific regional or sector-specific demands.

Skill Hub Initiative (SHI)

An integration of vocational training into the education ecosystem. It utilizes existing infrastructure in schools, colleges, and universities to impart vocational skills, making formal education more industry-fit and relevant.

Implementation and Quality Assurance

  • Executing Agency: The National Skill Development Corporation (NSDC) manages the implementation, monitoring, and oversight of the scheme.
  • Digital Integration: The Skill India Digital Hub (SIDH) serves as the central digital platform for enrollment, tracking, and certification, ensuring end-to-end transparency.
  • Assessment and Certification: Only NCVET-approved agencies are authorized to handle assessments. Quality is maintained through biometric attendance, Aadhaar-linked enrollment, and geo-tagged monitoring of training centers.
  • On-the-Job Training (OJT): A key feature of PMKVY 4.0, embedding practical workplace exposure within the curriculum to ensure industry-readiness.
  • Financial Model: Training and assessment fees are fully funded by the Government. Outcome-based incentives are provided to Training Partners (TPs) to ensure quality and placement accountability.

Eligibility and Target Beneficiaries

  • Target Group: Unemployed youth and school/college dropouts aged 15–45 years.
  • Nationality: Must be an Indian citizen.
  • Mandatory Requirements: Possession of an Aadhaar card and an Aadhaar-linked bank account is necessary for enrollment and receipt of benefits.
