Background of the Security Initiative

  • On 22 April 2025, a Lashkar-e-Taiba attack in Baisaran meadow killed 25 tourists and a local operator.
  • The QR code system was launched about a year later to restore tourist confidence and enhance security.
  • The initiative targets prevention of fraud and unauthorised operations in the tourism sector.

Functioning of the QR Code System

  • Each tourism service provider undergoes police vetting and official registration before receiving a unique QR code.
  • Tourists can scan the QR code via mobile phones to verify provider details such as name, address, Aadhaar number, registration number, and police verification status.
  • The system ensures tourists engage only with authorised and verified service providers.

Scope and Implementation

  • Approximately 7,000 QR codes have been issued, covering nearly 25,000 individuals involved in tourism services.
  • Authorities have identified 17-18 vulnerable tourist hotspots in Pahalgam for strict enforcement of the system.
  • The move has been welcomed by tourism stakeholders as a significant security enhancement.
