The Pradhan Mantri Skilling and Employability Transformation through Upgraded ITIs, or PM-SETU, is a major skilling initiative aimed at modernising 1,000 government Industrial Training Institutes across India. The scheme uses a hub-and-spoke model to strengthen infrastructure, improve training quality, and align vocational education with industry demand. It is part of the broader vision of Viksit Bharat and seeks to build a future-ready workforce.
PM-SETU Framework
PM-SETU will develop 200 hub ITIs with advanced infrastructure and modern training facilities. These hubs will support 800 spoke ITIs, which will expand training access across districts. The model is designed to create stronger cluster-based partnerships and improve the reach of skill development programmes.
Industry-Led Implementation
The scheme gives industry a more direct role in governance and decision-making. ITIs will function as government-owned but industry-managed institutions. This is intended to ensure demand-driven training, stronger apprenticeship pathways, and better placement outcomes. The approach also aims to move beyond periodic industry engagement towards sustained participation in the skilling ecosystem.
Pune Consultation and Partnerships
A major industry consultation is being held in Pune in partnership with the Maharashtra government to support the rollout of PM-SETU. More than 50 eligible companies from sectors such as construction, textiles, automotive, FMCG, electronics, oil and gas, and renewable energy are expected to participate. The event will also focus on building awareness about the scheme’s implementation framework and mobilising industry support.
MoUs and Skill Outcomes
During the consultation, MoUs will be exchanged to formalise partnerships between the Directorate of Vocational Education and Training, Maharashtra, and organisations such as FIAT India, Schneider Electric India, Anudip Foundation, and SDN/Wadhwani. These partnerships are expected to support curriculum updates, faculty upskilling, apprenticeship expansion, and stronger labour market alignment.
