The Union government has set 2029 as the target year for ending terrorism and insurgency in Jammu and Kashmir and the North Eastern region. Manipur has been identified as the first focus area, and Central Armed Police Forces are planned to be redeployed from Left-Wing Extremism-affected areas to insurgency-hit states in the North East.
Central Armed Police Forces
Central Armed Police Forces, or CAPF, are central security forces under the Ministry of Home Affairs. The main CAPF units include the Central Reserve Police Force, Border Security Force, Indo-Tibetan Border Police, Central Industrial Security Force, Sashastra Seema Bal, and Assam Rifles. CRPF’s CoBRA units are specialised formations trained for jungle warfare and guerrilla operations. These units are used in counter-insurgency and anti-Naxal operations in difficult terrain.
Manipur And The North East
Manipur is one of the eight North Eastern states of India and shares borders with Nagaland, Mizoram, and Assam. Ukhrul district in Manipur has witnessed clashes involving Naga and Kuki groups, and the state has received mine-protected vehicles and light bulletproof vehicles for sensitive areas. As of 27 April 2026, Manipur accounted for 77% of all insurgency-related cases in the North East. Government data shows that insurgency-related violence in the North East declined from 824 incidents in 2014 to 294 incidents in 2024.
Ethnic Violence And Administrative Measures
The ethnic violence in Manipur began on 3 May 2023, and a commission of inquiry has been given time until 20 May 2026 to submit its report. Kuki-Zo insurgent groups and MLAs have demanded a separate Union Territory with a legislature for Kuki-Zo-majority areas. The proposed CAPF realignment is expected to begin after the West Bengal Assembly elections, with the second phase scheduled for 29 April 2026, and after the Amarnath Yatra period of July-August 2026. The North Eastern region includes Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura, and Sikkim.
