Sujal Gram Samvad Community Water Governance Jal Jeevan Mission

On 25 June 2026 the Department of Drinking Water & Sanitation (DDWS), Ministry of Jal Shakti, organised the 8th multilingual Sujal Gram Samvad under Jal Jeevan Mission 2.0 to advance community‑led water governance across five Gram Panchayat‑headquartered villages.

The Event

  • Scale: Over 3,000 participants from 5 Gram Panchayats across 4 states and 1 Union Territory; interactions conducted in Assamese, Kannada, Haryanvi, Bengali and Hindi.
  • Purpose: Village‑level dialogues on ensuring timely potable piped water delivery and reducing water wastage; emphasis on Functional Household Tap Connections (FHTCs).

JJM Progress & Targets

  • FHTC Coverage: 15.82 crore rural households connected as of 3 Mar 2026 (from 3.23 crore in Aug 2019); over 6 lakh villages covered.
  • JJM 2.0 Priorities: source sustainability, water quality testing, community participation and operations & maintenance (O&M).

Community Practices & Technical Measures

  • Water Testing: Monthly testing using Field Testing Kits (FTKs) practiced in participating States.
  • O&M Financing: User charge collection adopted for O&M; winter‑proofing of systems in cold regions reported.
  • Planning Linkage: Village Action Plans being integrated into Gram Panchayat Development Plans (GPDPs).

Financing & Institutional Links

  • 16th Finance Commission: Central funds conditioned on GPDPs prepared by 15 Aug 2026; 15th Finance Commission grant period ends Mar 2026.
  • JSJB 2.0: Public feedback on Jal Sanchay Jan Bhagidari works extended to 31 Jul 2026.
  • Assessment: Moody’s (22 Jun 2026) assessed India’s water management framework as fragmented, with states largely controlling policy and administration.
