District Mineral Foundation Aspirational Programme Launched

The Union Ministry of Coal and Mines launched operational guidelines for the Aspirational District Mineral Foundation (DMF) Programme in 2025. This initiative aligns DMF activities with the Aspirational District Programme (ADP) and Aspirational Block Programme (ABP). It aims to improve socio-economic conditions in mining-affected and underserved regions across India. The launch took place during the National DMF Workshop in New Delhi, attended by key government officials and district representatives.

Background and Purpose of the Aspirational DMF Programme

The Aspirational DMF Programme seeks to strategically integrate DMF initiatives with broader development goals under ADP and ABP. It focuses on enhancing healthcare, education, nutrition, infrastructure, and livelihood in mining-impacted districts. The programme encourages 100% utilisation of available funds for community welfare. The event featured presentations by District Magistrates on DMF transparency, challenges, and capacity building. The Comptroller and Auditor General shared insights on audit and accountability, reinforcing the need for robust oversight.

Recognition and State-Level Achievements

States like Jharkhand, Maharashtra, Odisha, Gujarat, Himachal Pradesh, Rajasthan, and Goa were recognised for adopting revised PMKKKY 2024 guidelines into DMF rules. Tamil Nadu, Karnataka, Uttarakhand, Gujarat, and Chhattisgarh received accolades for timely audit report closures, enhancing transparency. These acknowledgements promote best practices and accountability in DMF operations.

DMF Exhibition and Community Engagement

A DMF Exhibition was inaugurated at Handloom Haat, Janpath, showcasing products and enterprises supported by DMF funds. The exhibition marks the efforts of Self-Help Groups from mining-affected areas. It provides a platform for these groups to reach wider markets and gain visibility. The exhibition runs until mid-July 2025.

Strategic Importance and Future Directions

The Aspirational DMF Programme aligns with the vision of a developed and self-reliant India. It emphasises community-centred development and full fund utilisation. The Ministry of Mines aims to strengthen DMF as a key pillar in national progress. The focus remains on sustainable and inclusive growth in mineral-rich but underserved regions.
