The Centre has notified draft rules for the four new Labour Codes, marking a major step towards implementing a unified labour law framework in India. These codes cover wages, industrial relations, social security, and occupational safety, health and working conditions. The draft rules are now open for public consultation, with stakeholders given 45 days to submit objections and suggestions.
Four Labour Codes
The notified framework includes:
- The Code on Wages, 2019
- The Industrial Relations Code, 2020
- The Code on Social Security, 2020
- The Occupational Safety, Health and Working Conditions Code, 2020
These codes are designed to replace and rationalise several older labour laws. The aim is to simplify compliance and create a more coherent legal structure for employers and workers.
Key Provisions for Workers
The draft rules define important terms such as workers, wages, types of employment, gratuity, bonus, and social security. They also extend coverage to gig workers. The framework seeks to ensure timely minimum wages for all workers, equal pay, appointment letters for young workers, and better workplace protections.
Social Security and Welfare Measures
The new rules provide for social security benefits for around 40 crore workers. They also propose gratuity for fixed-term employees after one year of service. Workers above 40 years of age will be eligible for free annual health check-ups. Overtime work will attract double wages. The reforms also aim to strengthen welfare standards in line with international labour norms.
Significance of the Reform
The Labour Ministry had earlier announced the implementation of these codes to streamline decades-old labour laws. The reform is intended to improve wages, safety, and social protection across the workforce. It is also expected to bring greater clarity for employers, workers, and enforcement agencies in labour administration.
