On 19 June 2026 the UGC issued Letters of Approval to five foreign universities to establish physical campuses in India under its 8 November 2023 regulations.
UGC Approvals and Status
- LoAs issued: Five Letters of Approval as of 19 June 2026.
- Universities approved: University of Southampton, University of Liverpool, University of Bristol, University of York (UK) and University of New South Wales (Australia).
- Operational start: Southampton began academic operations in 2025–26 at Gurugram.
- Upcoming campuses: Bristol and York in Mumbai, UNSW in Bengaluru (Manyata Business Park); classes expected from August 2026.
- Letters of Intent: UGC has issued 10 LoIs to other foreign institutions.
- Pre-existing campuses: Deakin, University of Wollongong and Queen’s University Belfast operate in GIFT City, Gujarat.
Key Regulatory Provisions
- Regulation date: UGC Foreign University Regulations notified 8 November 2023.
- Eligibility: Applicant must be ranked within top 500 globally (overall or subject) or possess demonstrable unique expertise.
- Academic autonomy: FHEIs may set curriculum, admission criteria and fees; may offer fee concessions to Indian students.
- Prohibition: Fully online or distance learning programmes are not permitted.
