India’s first greenfield integrated refinery-cum-petrochemical complex, the HPCL Rajasthan Refinery (HRRL), is located at Pachpadra in the Balotra district of Rajasthan. The project is a joint venture between Hindustan Petroleum Corporation Limited (HPCL) and the Government of Rajasthan, with an investment exceeding ₹79,450 crore. HPCL holds a 74% equity stake, while the Government of Rajasthan holds 26%.
Refinery and Petrochemical Capacities
The HRRL has a refining capacity of 9 Million Metric Tonnes Per Annum (MMTPA) and a petrochemical capacity of 2.4 MMTPA. It is designed to meet BS-6 emission standards, which are the Bharat Stage VI norms for vehicular emissions implemented in India from April 2020. The refinery has a Nelson Complexity Index of 17.0, indicating a high level of sophistication and capability to process a wide range of crude oils and produce diversified petroleum products.
Project Development and Commissioning
The project was in an advanced stage of commissioning as of April 2026, with trial runs of the crude distillation unit and other processing units underway. Crude processing began by the end of January 2026, and the crude distillation unit was operating at approximately 50% capacity by early April 2026. The refinery is expected to enhance petrochemical production and contribute to the industrial development of Rajasthan.
Strategic Importance
The HPCL Rajasthan Refinery is expected to strengthen India’s energy security by increasing domestic refining capacity. It aims to reduce dependence on imported petrochemical products and support employment generation in the region. The project aligns with India’s broader goals of self-reliance in energy and industrial growth.
