Jal Jeevan Mission 2.0 Roadmap Unveiled

The Union Ministry of Jal Shakti has outlined the implementation roadmap for Jal Jeevan Mission 2.0, following Cabinet approval for its extension up to December 2028 with enhanced funding and structural reforms. The next phase aims to strengthen rural tap water supply through better governance, digital monitoring, source sustainability and community participation. A major reform is the launch of Sujal Gaon ID, a unique digital identifier for every rural piped water supply scheme.

Digital Mapping of Rural Water Assets

The Sujal Gaon ID will create complete digital mapping of rural water supply assets across the country. For the first time, every rural drinking water scheme will have a digital identity on a unified national platform. So far, 1.64 lakh Sujal Gaon IDs have been created across 31 States and Union Territories, linked to 67,000 Sujalam Bharat IDs. Each Sujalam Bharat ID combines the scheme infrastructure ID and service area ID. This creates a full digital footprint of rural water service delivery. The reform is intended to improve transparency, real-time monitoring and evidence-based decision-making.

Funding, Compliance and State Responsibility

The Mission’s total financial outlay has been raised from ₹3.60 lakh crore to ₹8.69 lakh crore. Central assistance under JJM 2.0 will be linked to compliance with four mandatory conditions:

  • Signing of the MoU.
  • Creation of Sujal Gaon IDs.
  • Timely financial reconciliation.
  • Notification of State O&M policies.

The Centre has also clarified that no assistance will be provided for retrofitting schemes. States will remain responsible for technical compliance, timely completion and long-term operation and maintenance. Any expenditure on oversized or technically non-compliant works will have to be borne by the respective State Governments.

Focus on Governance and Community Participation

JJM 2.0 places strong emphasis on Gram Panchayat-led governance, decentralised planning and accountability. Gram Panchayats will certify Har Ghar Jal status only after sustainable operation and maintenance arrangements are in place. The Mission will also use Jal Seva Aankalan as the main village-level service assessment tool, while citizen oversight will be strengthened through the Meri Panchayat application. Community participation, or Jan Bhagidari, will remain central through Jal Arpan and Jal Utsav activities. The Mission also seeks greater convergence across departments to improve source sustainability, water availability and rural water security.

Service Delivery and Sustainability Goals

The next phase of the Mission will prioritise quality infrastructure, reliable service delivery and long-term functionality of rural piped water schemes. It also aims to reduce women’s drudgery, improve public health and support rural employment. States have been urged to expand water conservation and recharge efforts in shortage-prone areas and to ensure strict adherence to approved technical standards.
