Kerala Infrastructure and Technology for Education (KITE) has released the Cyber Safety Protocol 2026 to strengthen online safety in public schools. The framework is designed to protect students, teachers and parents from emerging cyber threats, especially those linked to artificial intelligence. It gives practical guidance on prevention, reporting and responsible digital behaviour in the school ecosystem.
Purpose and Scope
The protocol aims to create a safer online learning environment. It addresses risks arising from AI-driven tools, cybercrime and misuse of digital platforms. It is meant for school heads, teachers, students and parents. The document also supports safer use of technology in teaching, learning and school administration.
Legal and Policy Framework
The protocol is aligned with key laws and rules, including:
- Information Technology Act, 2000
- Digital Personal Data Protection Act, 2023
- Protection of Children from Sexual Offences Act, 2012
- 2026 amendments to IT rules on Synthetically Generated Information
It reflects concerns over deepfakes, AI grooming, misinformation and digital arrest. It also covers secure handling of student data and privacy protection in schools.
Key Responsibilities and Safety Measures
KITE has identified 13 objectives and 9 areas of school functioning covered by the protocol. School heads have 17 responsibilities, including setting up Cyber Security Committees and ensuring teacher-supervised internet access during school hours. The protocol discourages real-time classroom CCTV monitoring on private servers and promotes a Privacy by Design approach. Teachers are advised not to assign homework that requires internet access at home. Schools should also avoid collecting sensitive student data through social media.
Student and Parent Guidance
For students, the protocol lists 25 safety measures. These include avoiding suspicious links, protecting private information, managing app permissions and checking bias in AI-generated content. Parents are given 16 guidelines, including monitoring screen time, understanding digital footprints and using parental control tools. KITE will also conduct cyber security and AI literacy programmes for families.
