The Department of Administrative Reforms and Public Grievances has released the thirty-third monthly NeSDA Way Forward report for States and Union Territories for January 2026. The report reviews the status of e-service delivery across India, with a focus on mandatory services, unified portals, and digital governance at the state and municipal levels.
Overall E-Service Coverage
- States and Union Territories together provide 24,563 e-services.
- The largest share, 8,846 services, falls under Local Governance and Utility Services.
- Since the previous report, 473 new e-services have been added.
- Out of 2,124 mandatory e-services across 36 States and Union Territories, 1,735 are available.
- This takes overall saturation to more than 81 per cent.
States Achieving Full Saturation
- Thirteen States and Union Territories have achieved 100 per cent saturation of the 59 mandatory e-services.
- These are Andhra Pradesh, Chhattisgarh, Gujarat, Haryana, Himachal Pradesh, Jharkhand, Karnataka, Kerala, Madhya Pradesh, Rajasthan, Tamil Nadu, Uttar Pradesh and Uttarakhand.
- Eight more States and Union Territories have crossed 90 per cent saturation.
- These include Maharashtra, Jammu and Kashmir, Chandigarh, West Bengal, Meghalaya, Telangana, Tripura and Punjab.
Key Digital Service Portals
- Several portals have been brought into light for providing 100 per cent services.
- These include Sewa Setu in Assam, e-UNNAT in Jammu and Kashmir, Seva Sindhu in Karnataka, Odisha One in Odisha, MP e-Service in Madhya Pradesh, Apuni Sarkar in Uttarakhand and e-Sevanam in Kerala.
- Unified service delivery portals such as e-District Chandigarh, e-District Delhi, Saral Haryana and e-Mitra Rajasthan provide over 90 per cent of services.
- Central government portals such as Bhavishya and ICEGATE are also cited as best practices.
Municipal Digital Governance and AAKLAN
- The report gives special attention to city-level digital platforms, where most citizen interactions take place.
- Municipal portals are improving access to local services and reducing dependence on physical offices.
- Examples include the Municipality Portal of Vijayawada and digital initiatives in Telangana.
- The edition also presents AAKLAN-based insights on four assessment parameters for State and Union Territory unified portals.
