Uttar Pradesh Budget 2026-27

Uttar Pradesh Finance Minister Suresh Khanna presented the state Budget for 2026-27 with a total outlay of Rs 9,12,696.35 crore. The Budget is nearly 12.9 per cent higher than the previous year and places strong emphasis on capital expenditure, fiscal discipline, law and order, health infrastructure, education, agriculture, industry and technology-led growth. New schemes worth Rs 43,565.33 crore have been announced.

Fiscal Priorities and Outlay

The Budget has earmarked 19.5 per cent of total expenditure for capital spending. Education has received 12.4 per cent, medical and health services 6 per cent, and agriculture and allied sectors 9 per cent. The fiscal deficit for 2026-27 has been capped at 3 per cent of GSDP in line with the 16th Central Finance Commission’s recommendations. The government has also set a target to reduce the debt-to-GSDP ratio further in the medium term.

Law and Order and Public Safety

Large allocations have been made for police and fire infrastructure. The Budget provides funds for non-residential and residential police buildings, newly created districts, fire stations and firefighting systems in multi-storey buildings. Under Mission Shakti, funds have been set aside for vehicles for female beat officers. The government has brought into light a decline in several crime categories since 2016, including robbery, murder, riots and kidnapping for ransom.

Health, Medical Education and Social Welfare

Medical education has received a major push with allocations for new medical colleges and expansion under the public-private partnership model. Uttar Pradesh now has 81 medical colleges, and MBBS and postgraduate seats have risen sharply since 2017. The health department has received a higher allocation, with support for the National Rural Health Mission, Ayushman Bharat, cancer care and treatment of incurable diseases. Mental health services are operational across all districts.

Industry, Technology and Agriculture

The Budget supports industrial expansion through a new employment and industrial zone scheme, youth self-employment measures and skill development centres. A New and Emerging Technologies Mission, an AI Mission and data centre parks have been announced. Agriculture remains a key focus, with plans for export hubs and higher farmer incomes. The state has also cited gains in GSDP, per capita income, startup status, electronics manufacturing, solar power and crop intensity.
