Uttar Pradesh Startup Policy 2026 Deep-Tech Focus

Uttar Pradesh Cabinet approved the Startup Policy 2026 on 6 July 2026, prioritising deep‑tech sectors to align with the state’s USD 1 trillion economy target by 2030.

Sectoral Focus

  • Deep‑tech areas: Artificial intelligence, machine learning, robotics, quantum technology, semiconductors, aerospace, space technology, health‑tech.

Financial Incentives

  • Deep‑tech incentives: Prototype assistance up to Rs 20 lakh; seed funding up to Rs 30 lakh; patient capital support up to Rs 100 crore for large projects; up to 40% subsidy for R&D costs.
  • General startup support: Prototype grants doubled to Rs 10 lakh; baseline seed funding Rs 15 lakh (extendable to Rs 50 lakh in special cases); monthly sustenance allowance Rs 20,000 for selected startups for two years.

Infrastructure & Centres

  • Deep‑Tech U‑Hub: State‑level integrated hubs planned in Noida and Lucknow for incubation, advanced labs, mentorship and industry collaboration.
  • Centres of Excellence (CoEs): 20 new CoEs for emerging technologies with financial assistance of Rs 12 crore per CoE.

Institutional Arrangements

  • Implementing agency: UP Startup Mission established as an autonomous nodal body led by the Chief Secretary, replacing UP Electronics Corporation Ltd.
  • Patient capital mechanism: Long‑term state support channelled for capital‑intensive deep‑tech projects up to Rs 100 crore.

Inclusive & Regional Measures

  • Target groups: Special support for women, persons with disabilities, transgender entrepreneurs and economically weaker sections.
  • Regional focus: Dedicated outreach for Purvanchal and Bundelkhand regions.
