Uttarakhand Tops ICJS 2.0 National Ranking

Uttarakhand has secured the first rank in the national implementation of the Inter-Operable Criminal Justice System (ICJS) 2.0, with a score of 93.46 on the latest National Crime Records Bureau progress dashboard. The ranking reflects the state’s performance in integrating police, courts, prisons, prosecution and forensic systems through digital platforms. Haryana stood second with 93.41, followed by Assam, Sikkim and Madhya Pradesh.

ICJS 2.0 Performance

Uttarakhand’s score of 93.46 placed it ahead of other states in the latest assessment compiled up to January. The dashboard tracks progress in data integration and digital readiness across the criminal justice ecosystem. The state’s police leadership described the result as a major milestone in judicial and law-enforcement modernisation.

One Data, One Entry Model

The achievement is linked to the ICJS 2.0 framework based on one data, one entry. Under this system, information entered in one platform becomes available across connected departments. This includes:

  • Police through CCTNS
  • e-Courts
  • e-Prisons
  • e-Prosecution
  • e-Forensics

This integration reduces duplication, improves coordination and supports faster case disposal.

Implementation of New Criminal Laws

The state also focused on the rollout of the Bharatiya Nyaya Sanhita, Bharatiya Nagarik Suraksha Sanhita and Bharatiya Sakshya Adhiniyam. Regular review meetings were held with senior officials and district-level officers to resolve technical issues. More than 23,000 police personnel received training on the new legal provisions. The state also prioritised virtual court hearings through Nyaya Shruti and the deployment of forensic mobile vans.

Transparency and Digital Evidence

As part of the digital justice framework, videography of crime scenes and secure storage of electronic evidence have been made mandatory through the e-Sakshya app. These measures are intended to strengthen transparency, improve evidence handling and support quicker, technology-driven criminal justice processes.
