India Trains Central Asian Nations on Terror Financing

India organised a first-of-its-kind capacity building programme for representatives of the Central Asian Republics in New Delhi on countering the financing of terrorism through cryptocurrencies, crowdfunding and non-profit organisations. The initiative reflects India’s wider effort to strengthen international cooperation against emerging terror-financing threats, especially those using digital platforms and vulnerable social structures.

Programme Objective

The two-day programme was held on 21–22 April 2025. It focused on new methods used to move and hide terror funds. The training aimed to build technical understanding among Central Asian participants on detection, investigation and prevention of such financial flows.

Key Areas Covered

The sessions covered:

  • Detection and investigation of virtual asset misuse.
  • Typologies of crowdfunding for extremist activity.
  • Regulatory and financial intelligence frameworks for monitoring non-profit organisations.
  • Risks linked to Virtual Asset Service Providers.
  • Financing of radicalisation through digital channels.

Agencies and Expertise Involved

The programme was delivered by experts from the FATF Cell of the Department of Revenue, Financial Intelligence Unit India, National Investigation Agency, Ministry of Home Affairs and an expert from the Eurasian Group. The training included hands-on sessions, closed-door consultations and case studies based on Indian agency experience, including inputs from FIU-IND, the Enforcement Directorate and the NIA.

India’s Wider Cooperation Framework

Customized study material was also shared with the participants for use in their own jurisdictions. India has indicated that similar thematic capacity-building modules may be organised for BIMSTEC countries, subject to diplomatic and operational coordination. India also works on countering financing of terrorism through regional mechanisms such as the Asian Pacific Group and the Eurasian Group.
