The Ministry of Skill Development and Entrepreneurship (MSDE) marked 12 years of building one of the world’s largest, multi-sectoral skilling ecosystems since its foundational structural shifts began in 2014. Minister of State (Independent Charge) Jayant Chaudhary highlighted the milestone, reviewing institutional achievements that integrate vocational education, industry training, apprenticeships, digital infrastructure, and international workforce mobility. The ministry has scaled domestic capacity to prepare Indian youth for emerging job markets, aligning its policy targets with the national long-term planning framework of Viksit Bharat 2047 to position India as a global talent hub.

Core Operational Pillars and Infrastructure

Long-Term Vocational Training

The backbone of formal vocational training in India rests on the network of Industrial Training Institutes (ITIs). The country currently operates more than 13,888 functional ITIs. These institutes supply engineering and non-engineering trade certifications to millions of students annually, establishing baseline technical proficiencies across rural and urban districts.

Short-Term Skilling Frameworks

The Pradhan Mantri Kaushal Vikas Yojana (PMKVY) serves as the flagship outcome-based, short-term skilling program. Across its sequential phases, PMKVY has trained over 1.64 crore candidates. The current iteration focuses on market-driven skills, introducing 102 future-skill job roles and utilizing over 7,000 specialized Skill Hubs set up inside schools, colleges, and central institutions.

Industry Integration and Enterprise Creation

Apprenticeship Promotion Frameworks

Apprenticeships serve as the primary institutional link between academic training and practical industrial demand. Over 56.08 lakh apprentices have been successfully engaged across diverse industrial establishments since 2016. Policy revisions under the National Apprenticeship Promotion Scheme (NAPS) have reduced administrative burdens on private employers, offering stipend cost-sharing models to boost corporate adoption.

Institutional Entrepreneurship Development

To shift the youth demographic from job seekers to job creators, the ministry coordinates grassroots entrepreneurship training. Driven by specialized nodal organizations like the National Institute for Entrepreneurship and Small Business Development (NIESBUD) and the Indian Institute of Entrepreneurship (IIE), these initiatives have trained over 25 lakh beneficiaries, facilitating institutional credit links and micro-enterprise formation.

Digital Public Infrastructure and New-Age Skilling

Skill India Digital Hub (SIDH)

The ministry launched the Skill India Digital Hub (SIDH) as a core pillar of its Digital Public Infrastructure (DPI) for livelihoods. The platform has registered more than 1.5 crore candidates, hosting over 1,000 certified courses rendered across 23 recognized Indian languages to break regional access barriers.

Emerging Technology Adaptations

To address rapid industrial digitization, specialized technical courses have been introduced under programs like Skilling for AI Readiness (SOAR). This framework features more than 50 distinct artificial intelligence curricula, accumulating over 4.5 lakh student enrollments. These adaptations cover advanced domains including cybersecurity, green hydrogen technologies, and semiconductor manufacturing line operations.

Internationalization and Global Standards

Skill India International Centres

To leverage global demographic shifts and address labor deficits in developed economies, the ministry announced the establishment of 30 specialized Skill India International Centres (SIICs). These centres provide pre-departure orientation, language training, and international destination-specific skill certifications to streamline formal migration pathways.

WorldSkills Performance Trajectory

India’s domestic skilling quality benchmarks have aligned progressively with international standards. At the global WorldSkills competitions, Team India’s competitive rank advanced from 29th position in 2015 to 13th position by 2024, demonstrating enhanced proficiency across technical and creative vocations.
