Chilika Lake Biodiversity Protection Plan

Chilika Lake in Odisha is set to receive a new conservation and development plan aimed at restoring its ecological balance, improving water flow, and supporting local livelihoods. The state government is preparing a detailed project report for an estimated Rs 1,500 crore to Rs 2,000 crore action plan. The initiative focuses on the lagoon’s biodiversity, outlet management, and surrounding area development.

Ecological Concerns

The lake’s outlet has been blocked, restricting the natural flow of water into the sea. This has also prevented seawater from entering the lagoon. As a result, the lake’s salinity and ecological balance have been affected. The decline in fish and other aquatic species has become a major concern for conservation and livelihoods.

Planned Technical Measures

The immediate steps include collecting detailed scientific data and preparing a DPR. The Forest and Environment Department, Chilika Development Authority, and IIT-Chennai will work together on the project. Key measures under discussion include:

  • Removing the blockage at the lake’s outlet.
  • Preserving the lake’s alkalinity and salinity balance.
  • Dredging silt to improve water-holding capacity.
  • Protecting biodiversity and aquatic habitats.

Livelihood and Area Development

The plan also covers development of the areas around the lagoon. Chilika supports many local communities through fishing and related activities. The government aims to protect these livelihoods while improving the lake’s environmental health and tourism potential.

Administrative Follow-Up

The findings of the coordination meetings will be placed before the Chief Minister. The state government will also brief the Centre on the proposed action plan and seek wider support for implementation.
