China Expands Zero-Tariff Access for Africa

China will extend zero-tariff treatment to all 53 African countries that maintain diplomatic ties with Beijing from 1 May 2026. The policy covers 20 African countries that are not classified as Least Developed Countries and gives them preferential zero-tariff rates from 1 May 2026 to 30 April 2028.

Tariff Treatment and Coverage

China had already applied zero-tariff treatment on 100 per cent of tariff lines for 33 least developed African countries with diplomatic relations since 1 December 2024. For products under tariff quotas, the in-quota tariff rate will fall to zero, while the out-of-quota rate will remain unchanged.

African States and Diplomatic Relations

Eswatini is the only African United Nations member state not covered by the policy because it maintains diplomatic relations with Taiwan. The Customs Tariff Commission of the State Council and the Ministry of Commerce announced the expansion, and Foreign Ministry spokesperson Lin Jian linked it to China’s policy of high-standard opening up.

Trade and Product Categories

China-Africa total trade reached USD 348 billion in 2025. China exported USD 225 billion to Africa, while African exports to China stood at USD 123 billion. The policy covers products such as cocoa, coffee, avocados, citrus, and wine.

China has become the first major economy to offer unilateral, full-coverage zero-tariff treatment to all African countries with diplomatic ties. African officials, including South Africa’s Minister of Trade, Industry and Competition Parks Tau, have referred to export growth and market access in the context of this policy.
