eGramSwaraj and SabhaSaar Boost Rural Governance

India’s Panchayati Raj system has recorded major digital milestones through the eGramSwaraj platform and the AI-powered SabhaSaar meeting tool. Cumulative payments routed through eGramSwaraj have crossed Rs 3 lakh crore, while SabhaSaar is now available in 23 Indian languages. The developments mark a wider push towards transparent, efficient and inclusive governance at the grassroots level.

eGramSwaraj and Digital Payments

eGramSwaraj is a digital platform used by Gram Panchayats for planning, accounting and expenditure management. It is integrated with the Public Financial Management System, allowing direct payments to vendors and service providers in real time. This reduces manual handling of funds and improves traceability. The platform has replaced cash-based and paper-driven processes with a more accountable system. It is designed to support fraud resistance, faster transactions and better financial oversight at the Panchayat level.

Key FY26 Performance

In FY26, Panchayati Raj Institutions transferred Rs 53,342 crore through the eGramSwaraj-PFMS interface. During the same period, 2,55,254 Gram Panchayats uploaded their development plans on the platform. Overall, 2,59,798 PRIs have been onboarded, and 2,50,807 PRIs made online payments through eGramSwaraj in FY26. The platform has also registered 16,079,737 vendors, showing its wide adoption in rural administration.

SabhaSaar and Multilingual Inclusion

SabhaSaar is a voice-to-text meeting summarisation tool launched in August 2025. It helps record Gram Sabha proceedings in a structured manner. The tool now supports 23 Indian languages after expanding from 13 languages. The newly added languages include Assamese, Bodo, Dogri, Kashmiri, Konkani, Maithili, Manipuri, Nepali, Santhali and Sindhi. Earlier supported languages included Hindi, Bengali, English, Gujarati, Kannada, Marathi, Malayalam, Odia, Punjabi, Sanskrit, Tamil, Telugu and Urdu. SabhaSaar can automatically generate minutes, attendance records, resolutions and action points. This improves accessibility and participation in Gram Sabha meetings, especially in linguistically diverse regions.

Significance for Grassroots Governance

The two platforms together strengthen digital governance in rural India. eGramSwaraj improves financial transparency, while SabhaSaar improves documentation and linguistic inclusion. Both tools support better service delivery, record-keeping and citizen participation in Panchayati Raj institutions.
