Kala Sanskriti Vikas Yojana (KSVY) is the Ministry of Culture’s umbrella scheme for supporting art and culture across India. It provides financial assistance to eligible cultural organisations, institutions and individual artistes through several central sector components. The scheme covers performing arts, cultural heritage, training, fellowships, infrastructure and community food support linked to religious and charitable institutions.
Overview of KSVY
KSVY is a Central Sector Scheme, so there is no state-wise fund allocation. Its purpose is to promote cultural activity, preserve heritage and strengthen institutions engaged in arts and related fields. The scheme also supports artistes from Scheduled Castes and other eligible groups working in performing arts.
Support for Performing Arts
One major component is the Financial Assistance for Promotion of Guru-Shishya Parampara, also called the Repertory Grant. It supports theatre groups, music ensembles and dance groups. Assistance is provided to one Guru and up to 18 Shishyas. The Guru receives Rs. 15,000 per month, while Shishyas receive Rs. 2,000 to Rs. 10,000 per month depending on age.
Grants for Culture and Heritage
The scheme includes financial assistance for cultural organisations with national presence, cultural function and production grants, and support for Himalayan cultural heritage. It also covers Buddhist and Tibetan organisations, building grants for studios and theatres, and domestic festivals and fairs such as Rashtriya Sanskriti Mahotsavs. Tagore Cultural Complexes can receive support for new cultural spaces and renovation of existing facilities.
Scholarships, Fellowships and Other Assistance
KSVY also runs scholarship and fellowship schemes for young artistes and senior cultural researchers. It offers financial aid to veteran artistes above 60 years with limited income. Under Seva Bhoj Yojana, GST reimbursement is provided to charitable and religious institutions that distribute free food, prasad or langar to the public.
