The second phase of the Vibrant Village Programme (VVP-II) will extend development support to 1,954 strategic villages along India’s land borders with Pakistan, Nepal, Bangladesh, Bhutan and Myanmar. The programme will cover 15 States and two Union Territories. It was cleared by the Union Cabinet in April 2025 and is expected to be launched at Nathanpur village in Assam’s Cachar district along the Bangladesh border.
What is VVP-II
VVP-II is the expanded phase of the Vibrant Village Programme launched in 2023. The original programme focused on villages along the China border. The new phase broadens the coverage to other sensitive border regions. It aims to strengthen development in remote border settlements and improve the quality of life of residents.
Key Objectives
- Meet the developmental needs of border populations.
- Improve livelihood opportunities in border villages.
- Promote economic and cultural integration with the rest of the country.
- Support social cohesion and national integration.
- Reduce the risk of border areas being left behind in development.
Geographical Coverage
The programme will be implemented in villages located along multiple international borders. These include the borders with Pakistan, Nepal, Bangladesh, Bhutan and Myanmar. The coverage spans a wide range of frontier districts in 15 States and two Union Territories, making it a major border-area development initiative.
Significance for Border Development
VVP-II is intended to improve infrastructure and opportunity in strategically important villages. It reflects a policy focus on border management through development. By supporting livelihood, mobility and social inclusion, the programme seeks to strengthen the presence of the State in remote frontier regions and reinforce national security through local development.
