India’s National Conference on Strategic Trade Controls (NCSTC) 2026 was held in New Delhi with participation from Government bodies, exporters, academia, research institutions and international stakeholders. The conference focused on India’s strategic trade control framework, especially the regulation of dual-use and sensitive goods, technologies, software, materials and equipment under the SCOMET system.
Strategic Trade Control Framework
The conference examined policies and procedures that govern exports of items with both civilian and military applications. It brought into light the need to balance legitimate high-technology trade with national security and non-proliferation concerns. Discussions also covered international practices in strategic trade controls and India’s efforts to strengthen transparency and compliance.
Handbook on India’s STC System
The third edition of the Handbook on India’s Strategic Trade Control System was released during the inaugural session. Prepared by DGFT with the D&ISA Division of the Ministry of External Affairs, the handbook provides guidance on India’s strategic trade control policies, procedures and compliance requirements. It is intended to support exporters, regulators and other stakeholders.
Key Themes and Sectoral Focus
Seven thematic sessions were held on licensing, enforcement and compliance. Topics included:
- SCOMET policy and licensing framework.
- Supply chain security and the Authorised Economic Operator programme.
- Intangible Technology Transfer and academia-related compliance.
- Electronics, information technology, semiconductors and emerging technologies.
- Chemicals, biotechnology, aerospace, space and defence exports.
Emerging Technologies and Participation
The conference also discussed quantum-related items, advanced computing, additive manufacturing and cyber security in the context of recent updates to the SCOMET List. Industry display booths showcased secure supply chain practices and new technologies. More than 500 stakeholders attended, reflecting growing focus on strategic trade governance and responsible technology transfer.
