Assam has launched the Provincialisation Management System (PMS) portal to address the long-pending issue of provincialisation of venture educational institutions and their staff. The digital platform is designed to process applications in a transparent and centralised manner under the Assam Education (Provincialisation of Services of Teachers and Re-Organisation of Educational Institutions) Act, 2017, as amended in 2025.
What the PMS Portal Does
The portal will create a central database of non-provincialised venture schools, colleges and their teaching and non-teaching staff. It will streamline scrutiny, monitoring and processing of applications for provincialisation. The government has presented it as a governance reform aimed at reducing ambiguity and irregularities in the system.
Eligibility and Coverage
- The current phase covers venture LP, UP/ME, high schools, higher secondary schools and degree colleges.
- Only institutions established before 1 January 2006 are eligible.
- Applicants must submit recognition records, land documents, academic performance details and staff credentials.
- The portal is intended to support the third and most comprehensive phase of provincialisation.
Provincialisation in Assam
Provincialisation means bringing teachers and educational institutions under the state government system. In Assam, this process has been used to regularise staff in venture institutions that began as non-government bodies. The government said more than 50,000 teachers across primary, secondary and college levels have already been provincialised in phases since 2011.
Gurudakshina Scheme and Job Support
The government has also introduced the ‘Gurudakshina’ scheme for applicants whose services cannot be provincialised under existing rules. The scheme provides a financial package. In addition, a preferential marking system has been announced to help such manpower compete for other government jobs. This is meant to offer alternative support while maintaining legal and administrative discipline.
