NITI Aayog, JICA Sign SDG Cooperation Phase II

NITI Aayog and the Japan International Cooperation Agency (JICA) have signed the Record of Discussions for Phase II of the Japan–India Cooperative Actions towards Sustainable Development Goals (SDGs). The initiative is aimed at strengthening development interventions in Aspirational Districts and Aspirational Blocks, with a focus on governance, capacity-building and localised SDG implementation.

Purpose of the Partnership

The second phase seeks to deepen India–Japan cooperation in advancing the SDGs at the district and block levels. It will support institutional strengthening, improve policy delivery, and enhance monitoring and evaluation systems. The programme is designed to help underserved regions achieve more inclusive and evidence-based development outcomes.

Focus Areas Under the Programme

The initiative will work across six themes:

  • Global partnership
  • Health and nutrition
  • Education
  • Agriculture and water resources
  • Financial inclusion and skill development
  • Basic infrastructure

These areas align with the broader objectives of the Aspirational Districts Programme and the Aspirational Blocks Programme.

Key Activities Planned

The project will include capacity-building exchanges, India–Japan knowledge forums, and the identification and dissemination of best practices. It will also provide targeted support to selected Aspirational Districts and Blocks. The emphasis will be on strengthening planning systems, improving implementation, and localising the SDGs through data-driven approaches.

Significance for Development Governance

The partnership marks the role of district- and block-level governance in delivering public services and reducing regional disparities. It also reflects the growing importance of international cooperation in improving development administration. Japan’s support adds value to India’s efforts to build stronger local institutions and more effective monitoring frameworks.
