Maharashtra has launched an integrated Divyang Sahayak Portal to simplify access to welfare schemes for persons with disabilities and strengthen implementation of the Rights of Persons with Disabilities Act, 2016. The platform aims to reduce paperwork, cut delays, improve grievance redressal and create a single digital system for scheme delivery.
Single-Window Digital Access
The portal works as a one-stop platform for persons with disabilities to search for eligible schemes, apply online and track benefits. Users can identify schemes based on demographic data without needing to remember scheme names. The entire departmental processing is being shifted online.
Automation And Database Integration
The system uses Application Programming Interfaces to connect with government databases and reduce duplication of records. It is already integrated with the Unique Disability ID system, Aadhaar through Meri Pehchan, and the Direct Benefit Transfer platform. Integration with PAN, TAN, GST, bank details, e-Sign, UDISE and RBSK is being developed. The portal also includes service level agreements and an auto-forward mechanism so applications move to the next stage if not acted upon within the fixed time.
Artificial Intelligence And Grievance Handling
Artificial intelligence is being used to scan uploaded documents and flag unclear or incomplete files. In grievance redressal, AI helps route complaints to the correct desk and summarise them for faster review. Applicants and institutions will not need to submit physical documents and can monitor application status in real time.
Modules And Wider Welfare Coverage
The portal has 11 modules, including unified scheme delivery, institution information management, grievance redressal, department dashboard, digital marketplace, budget monitoring, accessibility audit management and rehabilitation centre management. The first four modules are ready for launch, while the remaining modules will be rolled out in phases. The system also aims to identify eligible beneficiaries through data analytics and ensure that no entitled person is left out.
