Pradhan Mantri Krishi Sinchayee Yojana Decade Review

Pradhan Mantri Krishi Sinchayee Yojana (PMKSY) completed a decade on 1 July 2026, having created or restored irrigation potential across 24.61 million hectares and benefited over 27 million farmers since 2016–17.

Scheme Architecture

  • Components: Accelerated Irrigation Benefit Programme (AIBP), Har Khet Ko Pani (HKKP), Watershed Development, Per Drop More Crop (PDMC).
  • Objective: Expand irrigation coverage and improve water-use efficiency at farm level.
  • M‑CADWM: Modernisation of Command Area Development & Water Management approved 2025–26 with initial outlay ₹1,600 crore.

Key Outcomes (2016–17 to 2026)

  • Irrigation potential: 24.61 million hectares created or restored.

  • PDMC coverage: 110.92 lakh hectares under micro‑irrigation (drip and sprinkler).

Finance and Incentives

  • Central assistance: >₹64,407 crore to PMKSY since 2016–17.
  • Budget 2026–27: Allocation of ₹6,587 crore for irrigation expansion and sustainable water management.
  • Programme outlay: PMKSY continued for 2021–26 with overall outlay ₹93,068.56 crore.
  • PDMC subsidy: 55% subsidy for small/marginal farmers; 45% for others; supported by Micro Irrigation Fund (NABARD).

Technical Impacts

  • Water management: Emphasis on rainwater harvesting, ‘Jal Sanchay’ and ‘Jal Sinchan’ for farm‑level distribution.
  • Productivity and savings: Sprinkler use raised yields by ~25–30% and cut water, electricity, labour and fertiliser use by nearly 50%.
