Say No To Proxy Sarpanch Campaign Launched

The Ministry of Panchayati Raj has launched a social media campaign titled Say No To Proxy Sarpanch to show and discourage the practice of proxy leadership in Gram Panchayats. The initiative seeks to strengthen the role of elected women sarpanches and raise awareness against the continued influence of male relatives who act on their behalf in local governance. The campaign began on International Women’s Day and will continue till 18 March.

Objective of the Campaign

The campaign aims to promote genuine women-led local governance and challenge the Sarpanch Pati or Pradhan Pati culture. It calls upon citizens to celebrate real sarpanches and share views on proxy representation in villages. The ministry has said the effort is intended to build nationwide awareness and encourage respect for the democratic mandate given to elected women representatives.

Issue of Proxy Governance

Proxy governance remains a major concern in Panchayati Raj institutions. In many cases, elected women representatives are sidelined while husbands or other male relatives exercise authority in their name. This weakens women’s political participation and reduces the effectiveness of reservation for women in local bodies. The practice also undermines accountability in grassroots democracy.

Committee Recommendations

A ministry-appointed advisory committee had earlier examined the issue and recommended stronger action against proxy participation. Its suggestions included:

  • Exemplary penalties for proven cases of proxy leadership.
  • A confidential complaint system through helplines.
  • Women’s watchdog committees at local levels.
  • Whistleblower rewards in verified cases.
  • Capacity-building, mentorship, and behavioural change measures.

Broader Policy Significance

The committee’s report, titled Transforming Women’s Representation and Roles in Panchayati Raj Systems and Institutions – Eliminating Efforts for Proxy Participation, was prepared after consultations with state governments and regional workshops across 14 States. It was set up following a Supreme Court order in July 2023. The campaign reflects a wider effort to protect women’s political agency and improve the quality of decentralised governance.
