Telangana Ends Two-Child Norm

The Telangana Legislative Assembly has unanimously passed four Bills, including a key amendment to the Panchayat Raj law that removes the long-standing two-child norm for contesting local body elections. The change marks a major shift in the State’s local governance framework, which had restricted candidates with more than two children from entering panchayat polls since 1994.

Two-Child Norm Abolished

The Telangana Panchayat Raj (Amendment) Bill, 2026, deletes the disqualification linked to family size. The rule was originally introduced to address population growth concerns and to support development goals such as food security, employment generation and poverty reduction.

Demographic Context

The State government noted that rural Telangana’s total fertility rate has now fallen to 1.7 children per woman. This is below the replacement level of fertility. Officials argued that keeping the old restriction could be counterproductive when the State is trying to preserve its future demographic dividend.

Other Bills Passed

The Assembly also cleared the Telangana Panchayat Raj (Second Amendment) Bill, 2026, which renames Jaintirumalapoor in Wanaparthy mandal as Jayanna Tirumalapur. Two other Bills moved by the Deputy Chief Minister were also passed unanimously. These relate to appointments to public services and the rationalisation of staff pattern and pay structure.

Exam Relevance

The development is important for understanding the link between population policy, local body eligibility, and demographic transition. It also reflects how States may revisit older population-control measures in light of changing fertility trends and governance needs.
