France has set phase-out deadlines for coal by 2030, oil by 2045 and gas by 2050 for energy use. The plan was announced during a global conference in Colombia and is linked to France’s updated climate and energy roadmaps.
National Low-Carbon Strategy
France’s updated National Low-Carbon Strategy, known as SNBC-3, was unveiled in December 2025 on the 10th anniversary of the Paris Agreement. It places the end of oil use between 2040 and 2045 and the end of fossil gas use by 2050.
Multiannual Energy Programming
The Multiannual Energy Programming, or PPE3, was released in February 2026. It sets a target to reduce fossil fuel consumption from about 60% in 2023 to 40% in 2030 and 30% in 2035.
Coal Power and Electricity Mix
France plans to close its last two coal-fired power plants by 2027 to meet the 2030 coal phase-out target. Nuclear power currently supplies nearly 70% of France’s electricity.
Energy Transition Measures
- France’s roadmap includes large-scale electrification of transport.
- France’s roadmap includes wider use of heat pumps for alternative heating.
- France’s roadmap includes building renovation for improved energy efficiency.
Renewable and Nuclear Policy
A revised version of PPE3 released in March 2025 removed a pledge to stop building new fossil fuel-fired power plants. The same energy framework supports a bill allowing coal-fired plants to be converted to gas and lowers wind and solar capacity goals for 2035 while strengthening support for nuclear power.
